Paul says in Philippians 4:4, “Rejoice in the Lord always.”
So the first question is, “Really? Always?”
To this, the answer is, “No.” Jesus wept (John 11:35). He was occasionally angry (Matthew 23:33). He was sometimes frighteningly direct (Matthew 17:17). There is room for all your emotions. (Hopefully our emotions are as sanctified as Jesus’ emotions were. If not, that's something we could work on.)
But to the main point? Most of us don’t rejoice enough. We don’t thank God enough. We don’t praise enough – especially when we are disappointed. So yes, if we start with a plan to rejoice in the Lord always, and try to implement it once an hour until it became a habit, it would be very helpful. When we praise God in our disappointments, God often opens up possibilities we could never have imagined.
